The problem is that the Trump run 2020 Census was not very good as Censuses go. Because of Covid there was No address follow up on forms that were not returned. Most places did not have an in person enumeration of Transients, Homeless & non traditionally Housed. Census Day was April 1 2020, which was like 2 weeks after everything Shut Down. I first started as an Intermittent Employee with the Census in 1997 getting ready for the 2000 Census, I ended up in QA & closing it down in 2003. I also worked AHS & some Special Surveys. I later started working the 2010 but was
not available for last minute training because of other commitments I applied in 2020 but was ineligible because I was working Intermittently for another Federal Agency. In my home County in 2000 we had a problem that was never resolved & proved inconvenient for the next 10 years. Due to a Coding Error 6000+ Urban Group Quarters (College Dorms) 650+ people were placed in a remote Census tract in a near Wilderness. Everyone at the City & County level knew it was an error & the Census eventually moved 90% of the residents back but it was never fixed Completely. The
Incoming GW Bush Administration just shut the whole Operation down. The 2030 Census has the possibility of being extremely accurate because 1 Administration will be handling it as long as they are Fact Based.
Totally agree the 2020 Census was beset by problems; it was not a good one. The problem of the Census Bureau not liaisoning properly with local officials is a larger institutional issue. For example, there is an assumption that GIS will solve a lot of the address issue problems to place people correctly, except GIS systems are not as widely used in rural and tribal communities as the Census Bureau seems to think. We have a lot of work to do.
